I was doing something for my legal team when I came across this public record on the media...

Original Custodian of Ownership of this record: Arizona State Forestry - now Department of Forestry and Fire Management - DFFM


Current Storage: digital media disc, unprocessed, temp. location, Arizona State Archives Library AZSAL


Researcher, JOY A COLLURA, made copies June 23, 2023, through June 30, 2023, and awaiting to speak to legal team at noon - 3pm to learn my rights on how I can present the data.


Until then, I am going to just word by word type it out below.


I want to give so many Media areas "kudos" how quickly they went in to get the records on the Yarnell Hill Fire 2013 -YHF13'.


I want to apologize to all those that got slammed with lack of return or the Toughy Regulations.


Why walk away though?


My beef with the Media though is the "Kool-Aid drinking" - "Go along to get along" that happened when things did not pan out for them in gathering records because the records show the attempts you all did.


Would love to meet these editors...


So, it is great to honor these men and grab a few homeowners to share their paths each year and grab a few who were on that fire ... usually the same set of folks even though the town is much more than those folks.


yet let's get into the facts of how many died after and why did a Prescott Firefighter tell me what he did then dies- they allege / claim suicide but was it?... who knows... I corresponded to his superior last Fall 2022 and learned a little more ... one specific thing I learned, what I know was to die with some folks ... I am not supposed to know those specific facts of the YHF13'. Hmm.... interesting.


or a Dispatcher planned to give me crucial records and the person and the spouse were in fatal car accident on their vacation out-of-state, but I got documents from a co-worker anyways years later possibly because of my direct straight forward tenacity and dedication to God. [that's God in full control here],


or a woman who had a planned event with me had someone tap her on the shoulder and tell her do not meet her Monday,


there is just too many to list... so I get ya, Media... but we need to do the difficult right thing and that is push the truths to the front vs. a decade of glazed narratives.

[JOY A COLLURA insert: Michelle, Fidler, one of my 2018 Public Information Officer PIO - "Social Media" - Instructors and she did not speak Yarnell when DPS Graves spoke it in the course- seem the topic was minimally spoken about but when I took the course because FJS wanted me to "learn" the fire industry first hand is how I was at that Wildland Fire Course at the Arizona Wildland Incident Management Academy at Embry Riddle University (2018 thru 2023)...I never knew she was on the Yarnell Hill Fire 2013 along with the two other Instructors Bri Magee [Pettit] ( Main Instructor) and Brad Pitassi also were on the Yarnell Hill Fire 2013 until I reviewed the records in the past two years. When I was in their class, I did not know- I did know a student in there was by public records- bobbed hair in front of class and Graves brought it up (YHF13') in class and he sat next to me.]

Now that I see what your request is about, this is not a TNF issue....the state was the lead on this incident.....suggest you make your request through Carrie Dennett, State forestry division ­­ do u have her contact info?...


[ JOY A COLLURA reply: If Dennis knew- his reply to that would be that in Wildland Fire- State may have jurisdiction to that fire but each entity is custodian to their own records as my blog has proven them to be permanent records [historical significant event] so how Paige would have handled that correctly is ---"Dennis, thank you for your inquiry. Each entity is responsible for their own records. However, you can also check with 'State Forestry' as they are current listed jurisdiction for incident number _______" and I want to add because this is a significant historical fire - much information will eventually be stored at the AZSAL from the custodian of records entities." But as I read it above- misinformation was given to a Political Editor by Paige Rockett or to me; which one is it ??? I think this is an area that needs a formal discussion because recently I received this email from Jason Coil who also was on the Yarnell Hill Fire 2013 and he believes like Paige Rockett but in all my documents it shows each entity is responsible to give their records to the Arizona State Archives Library - AZSAL those permanent records so there needs to be a deeper delve look into the matter and what better people then the Media to help give this clarity because how come people who were on the YHF13' get to make those choices---Arizona State Archives Library - AZSAL told me the record keeping process which is not adding up to how YHF13' was handled. ???? "ASK A QUESTION" on their site because misinformation is happening --- Public Records of Significant Value has a Permanent Record chart that those records eventually get preserved at the AZSAL and if it is Federal than another area. I have checked both areas- My gosh do not get me started on the manners of how my records request have been handled on my FOIAs--- the F B I should get a hold of that Metadata and see who made chaos there. Even for Fred J Schoeffler's FOIA requests---the F B I for sure should look at his FOIAs---this has become ridiculous and I am calling it all out. ] So, if Sedona wants to claim it is DFFM's responsibility there would still be two items I should have received- the transfer form record that this took place of their records going to State's DFFM records area or the destruction of records form that this happened. None have been provided.]

Allow me to assure you that as the Sedona Fire District, we are fully committed to ensuring our actions align with the records retention requirements of Arizona. We understand the significance of maintaining accurate and reliable records, and we make every effort to comply with the relevant regulations.

will have to make a separate request to each separate entity for the individual records u described...

[Joy's reply: good to see but I want to awaken the Media---more contracted private entities means you cannot get records if they do not take in Govt. funding which there are those here in Arizona just so you know so it is crucial for you to document RESOURCE ORDERS, Crew Time Reports, Emergency Equipment shift tickets, Incident Action Plans) (original & corrected) , Maps of all kinds-Final Agency Jurisdiction / Ownership Map - Final Fire Perimeter Map - Final Fire Progression Map, ICS-201 Briefings, ICS 215/215A Planning Worksheets/Safety Analysis, Fire Statement of Costs, Final FBAN / LTAN / IMET Report, Special Interest / Political Inquiries, ICS 209WF Incident Status Summary (final), Field Weather Observations (not RAWS), Delegation of Authority / Return of DOA, Fire Narrative / Executive Summary, live on scene firefighters, fire vehicles, smoke plumes, fire weather, fire behavior and locals stories on Initial Attack so ensure you get your commercial permits each Fire Season so you can record all data on Wildland Fires--- oh wait, my records show and I will show that document that a certain MEDIA did have that on YHF13'---interesting when you find out WHO...that is coming out public too]

[Joy's Reply: So, you got that email on July 3, 2013, and my blog will begin to show you who was on June 28-July 10, 2013 and you will learn other entities were there too, so keep that in mind. Paige maybe was unaware but most likely not because the resource orders are there. Would need more data to know if one was being disingenuous or misleading. ]

I am sorry this was brought to publish out of chronological order, yet I am dealing with a distracting mannered individual ...


So, hope this helps in their journey what I am doing behind the scenes--- awaiting my legal team consultation on the matter how I can release this all and made this post to just show how frustrated I was on the 10th remembrance anniversary of when we almost died but 19 did because some Media are aware of the truth so if you are assigned to do coverage --- you did not have to accept the assignment. Bottom line. People have choices.


I feel you all failed so many of us.

the below image I can help you with, Yvonne - that back-channel data is horribly sad. However, the discussions I heard in regard to matter --- "AG" was mentioned to me by local Paul...so unsure I would feel at ease speaking with you unless a higher trusted authority was also involved...I know much more than I speak...and this topic is a sensitive area for me for what I have gathered...I would want to know the person was fully protected.
